Presenting to Council

Council prides itself on community participation and each month provides a range of opportunities for residents to engage directly with Councillors by making presentations, submissions or asking questions.

Council have created a policy to support a welcoming, respectful and safe environment for members of the community to present directly to Councillors on views and issues that are important to them. It sets out guidelines for the Mayor, Councillors and community members on public participation in meetings. It reinforces the value of diversity in thinking, while being respectful of differing views and the rights and reputation of others.

How can I make a Public Presentation to Council?

Community members can register an Expression of Interest to present to Council by completing an expression of interest form by the due date.

For a Public Presentation Session that takes place on the third Wednesday of the month at 2pm or 7pm (by exception) are due by 5pm on the Friday prior to the Public Presentation.

For a Public Presentation Session that takes place on the fourth Wednesday of the month at 10am (Agenda Topics Only), are due by 5pm on the Friday prior to a Council Meeting.

What can I talk about?

Presentations made to Council must meet the following criteria.

  •          Align with Council’s strategic directions as outlined in the Council Plan (link to the adopted Plan) or adopted strategies/plans;
  •          Meet an identified need and community benefit;
  •          Contributes to the community; and/ or
  •          Relates to a matter listed on the released current month’s Council Meeting Agenda.

Your presentation must relate to the business of Council and must not be defamatory, objectionable in language, nature or intent. Refer to ‘Public Participation in Meetings with Council Policy’ (link to policy) for more details.

How much Speaking time do I get?

For a Public Presentation Session that takes place on the third Wednesday of the month, Community members are usually provided a ten minute speaking time with an additional five minutes set aside for Councillors to ask questions and seek clarification.

For a Public Presentation Session that takes place on the fourth Wednesday of the month Community members are usually provided with a five minute speaking time with an additional five minutes set aside for Councillors to ask questions. The Chairperson (usually The Mayor) may extend if there is time available in the session.

Where do Public Presentations take place?

Public Presentation sessions are usually conducted in the Council Chambers, Michael Place, Leongatha.

What happens on the day?

Public Presentation Sessions are open to the public. The Chairperson (Mayor) will call each speaker to sit with the Councillors and make their presentation.

After listening to your presentation Councillors may have questions to help them better understand your matter. The sessions are not an opportunity for debate, nor do Council make decisions. Your presentation helps Council to meet its main objective ‘to endeavour to achieve the best outcomes for the local community having regard to the long term and cumulative effects of decisions’ (s.3C LG Act 1989).

All members of the community addressing Council are asked to extend due courtesy and must take direction from the Chair whenever called upon to do so. Refer to Public Participation in Meetings with Council Policy for more details.
