Development of Masterplan - Van Cleef Reserve, Venus Bay

Following a process of community consultation and engagement, South Gippsland Shire Council allocated $125,000 for the development and implementation of a capital works project in Venus Bay with the objective to enhance and protect the natural environment and wildlife.

A project advisory group (PAG) comprised of Councillors, council staff and community members was formed to identify and oversee implementation of suitable projects. The PAG identified one major project focused around Van Cleef Reserve, that would provide environmental benefit and have a high level of support from the community.

Creation of a Masterplan for a major environmental and conservation project with artistic themes, for the purpose of:

  • creating a sustainable showcase of indigenous flora and fauna
  • increasing wildlife habitat
  • engaging and educating locals and visitors alike in the value and fragility of the flora and fauna of the Venus Bay peninsula
  • demonstrating how the plants, animals and humans of the Venus Bay peninsula can work together

Project Outline

The development of a Masterplan to guide the further development of the Van Cleef Reserve (SGSC Natural Reserve) located at 2-20 April Avenue in the second estate at Venus Bay.

The Masterplan proposes specific works to improve the indigenous natural environment within the reserve, specifically to:

  • Enhance, preserve and create new habitat for indigenous flora and fauna
  • Encourage passive recreational use and enjoyment of the reserve by the whole community
  • Inform and educate full and part time residents and visitors alike about local environmental issues and treasures within the reserve and broader peninsula
  • Outline how it proposes to cost effectively design enhancements to the Van Cleef Reserve
  • Outline how the design and selection of key personnel within the project delivery team will ensure delivery of the project vision and meet the needs of all three user groups

A key component of developing the Master Plan was to consult with the PAG and local experts to ensure that the Masterplan concepts were supported.

The PAG developed a vision for Van Cleef Reserve:

  • Van Cleef Reserve is to become a reserve that is publicly commended and acclaimed throughout the South Gippsland region, known for;
    • Welcoming paths weaving through flourishing indigenous flora and fauna that increases and showcases the value of wildlife habitat and diversity
    • Beautiful creative spaces that invite full/part time residents and visitors alike to learn about and care for the local environment
    • Places for quiet contemplation
    • Notable environmental art generating responsibility for wildlife and botanical habitat protection locally and in the greater region
    • A celebration of local talent, knowledge and character
    • Fun, aesthetic elements woven into functional aspects to reflect messages of environmental celebration and protection (no plonk art)
    • A reserve which demonstrates the commitment of the South Gippsland Shire Council to matters of environment, conservation and community
