Council has prepared a Revised Council Plan 2017-2021, Proposed 2019/20 Annual Budget and Proposed Rating Strategy 2019-2022.

The Revised Council Plan 2017-2021 provides updated Strategic Objectives, supporting Strategies, annual initiatives to be achieved and a rolling four year Strategic Resource Plan that sets out how the Council Plan will be funded.

The Proposed 2019/20 Annual Budget details the resources required over the 2019/20 financial year to fund the large range of Council services that are provided to the community. It also includes details of proposed capital expenditure allocations to improve and renew South Gippsland’s physical infrastructure, buildings and operational assets as well as funding for a range of operating projects. This budget is prepared in accordance with and is fully compliant with the requirements of the Local Government Act 1989 and the Local Government (Planning and Reporting) Regulations 2014.

The purpose of the Proposed Rating Strategy 2019-2022 is to consider the rating options available to Council under the Local Government Act (1989), and how Council’s choices in applying these options contribute to delivering an equitable rating outcome for the community. The choices available to Council in a Rating Strategy effect the distribution of rate contributions across the community rather than how much in total is collected.

These will be considered for adoption at the 26 June 2019 Ordinary Council Meeting.

A person may make a submission under s.223 of the Act on any or all of these documents, and must do so no later than 5.00pm Friday April 26 2019. Late submissions will not be considered by Council.

Submissions should be addressed to the Chief Executive and it is preferred to be sent via email for the Revised Council Plan 2017-2021 and Proposed 2019/20 Annual Budget to and for the Proposed Rating Strategy 2019-2022 to

Alternatively, submissions can be addressed to Council’s main office or mailed to the Chief Executive Officer, South Gippsland Shire Council, Private Bag 4, Leongatha, VIC 3953. Submissions are to be received by close of business (COB) Friday 26 April 2019.

Separate submissions are to be lodged that relate to the:

  1. Revised Council Plan 2017-2021;
  2. Proposed 2019/20 Annual Budget; or the
  3. Proposed Rating Strategy 2019-2022.

Any person lodging a submission may request to be heard in support of their submission or to be represented by a person specified in their submission, at a Council Meeting.

Submitters (or representatives) will be heard at an Open Hearing of Council in the Council Chambers, Michael Place, Leongatha at 10.45am on 22 May 2019 for the Revised Council Plan 2017-2021 and Proposed 2019/20 Annual Budget and an Open Hearing at 2.15pm for the Proposed Rating Strategy 2019-2022.

Council will consider and decide the s.223 the Revised Council Plan 2017-2021 and Proposed 2019/20 Annual Budget and Proposed Rating Strategy 2019 -2022 at a Special Meeting of Council in the Council Chambers, Michael Place, Leongatha at 11.00am on Wednesday 29 May 2019. Please note that copies of submissions, including submitters’ names and addresses, will be made public in Agenda and Minute documents at the Open Hearing of 22 May 2019 and the Special Meeting of Council 29 May 2019.

Council is also required to make submissions available for public inspection for a period of 12 months. Following consideration of the submissions, Council may amend or not amend the Council Plan, Annual Budget or Rating Strategy.
