Key Council Documents for Review

Council has prepared a Revised Council Plan 2017-2021, the Proposed Annual Budget 2018/19 and Proposed Rating Strategy 2018/19.

The Revised Council Plan 2017-2021 provides updated Strategic Objectives, supporting Strategies, annual initiatives to be achieved and a rolling four year Strategic Resource Plan that sets out how the Council Plan will be funded.

The Proposed Annual Budget 2018/19 details the resources required over the 2018/2019 financial year to fund the large range of Council services that are provided to the community. It also includes details of proposed capital expenditure allocations to improve and renew South Gippsland’s physical infrastructure, buildings and operational assets as well as funding for a range of operating projects. This budget is prepared in accordance with and is fully compliant with the requirements of the Local Government Act 1989 and the Local Government (Planning and Reporting) Regulations 2014.

The purpose of the Proposed Rating Strategy 2018/19 is to consider the rating options available to Council under the Local Government Act (1989), and how Council’s choices in applying these options contribute to delivering an equitable rating outcome for the community. The choices available to Council in a Rating Strategy affect the distribution of rate contributions across the community rather than how much in total is collected.

These documents in accordance with Section 125 and 127 of the Local Government Act 1989, will be considered for adoption at the 27 June 2018 Ordinary Council Meeting.

A person may make a submission under s.223 of the Act must do so no later than 5.00pm Thursday April 26 2018. Late submissions will not be considered by Council.

Submissions should be addressed to the Chief Executive Officer and it is preferred that they be sent via email for the Revised Council Plan 2017-2021 and Proposed Annual Budget 2018/19 to submission@southgippsland.vic.gov.au and for the Proposed Rating Strategy 2018/19 to ratingstrategy@southgippsland.vic.gov.au.

Alternatively, submissions can be addressed to Council’s main office or mailed to The Chief Executive Officer, South Gippsland Shire Council, Private Bag 4, Leongatha, 3953. Submissions are to be received by close of business (COB) Thursday 27 April 2018.

Separate submissions are to be lodged that relate to either the Revised Council Plan 2017-2021, the Proposed Annual Budget 2018/19 or the Proposed Rating Strategy 2018/19.

Any person lodging a submission may request to be heard in support of the submission or to be represented by a person specified in the submission, at a Council meeting.

Submitters, or their Representatives, will be heard at an Open Hearing of Council in the Council Chambers, Michael Place, Leongatha at 10.45am on 23 May 2018 for the Revised Council Plan 2017-2021 and Proposed Annual Budget 2018/19 and an Open Hearing at 2.15pm for the Proposed Rating Strategy 2018/19.

Council will consider and determine the s.223 Revised Council Plan 2017-2021, Proposed Annual Budget 2018/19 and Proposed Rating Strategy 2018/19 at a Special Meeting of Council in the Council Chambers, Michael Place, Leongatha at 11.00am on Wednesday 30 May 2018. Please note that copies of submissions, including submitters names and addresses, will be made public in Agenda and Minute documents at the Open Hearing of 23 May 2018 and the Special Meeting of Council 30 May 2018.

Council is also required to make submissions available for public inspection for a period of 12 months. Following consideration of the submissions, Council may amend or not amend the Council Plan, Annual Budget or Rating Strategy.
