Publicly Available Documents

South Gippsland Shire Council has determined to publish several documents on the website in line with the Local Government Act 2020, Local Government (Governance and Integrity) Regulations 2020 and Council's Public Transparency Policy.

Some documents outside our publicly available documents may be available for inspection. To request documents for inspection, please contact our Governance team for more information by emailing council@southgippsland.vic.gov.au

Document Additional Information
Conflict of Interest Declarations The Local Government Act 2020 requires Councillors to act with integrity, including avoiding Conflicts of Interest. A Conflict may occur when a Councillor's private interests conflict with their public duties and their responsibility to act in the public interest. Councillors must follow the Local Government Act, Council's Governance Rules and the Local Government Model Code of Conduct and declare any Conflict.
Council Meetings

The Agendas and Minutes of the Council Meetings are published on Council's website:

  • Agendas - available from end of day Friday before a Council Meeting.
  • Minutes - published by end of day on the following Friday after a Council Meeting.
Election Donation Campaign Return Under section 307 of the Local Government Act 2020, it is a requirement for Council to publish a summary of each election campaign donation return within 14 days after the period specified in section 306(1).
Delegations and Authorisations to Council Staff

Delegations are a power, duty or function of the Council that is delegated to member(s) of Council employees via a formal delegation process.

Council has the following Delegations:

  • C7 - CEO to Community Asset Committees.
  • Instrument of Delegation for Prevention of Cruelty to Animals Act 1986.
  • S5 Instrument of Delegation to CEO.
  • S6 Instrument of Delegation - Members of Staff.
  • S7 Instrument of Sub-Delegation by CEO.
  • S7a Instrument of Delegation - CEO to Staff Miscellaneous.
  • S12 Municipal Building Surveyor Package.
  • S13 Instrument of Delegation - CEO Powers to Staff.
  • S14 Instrument of Delegation by CEO for VicSmart Applications under the Planning and Environment Act 1987.
  • S16 Instrument of Delegation for Bushfire Reconstruction Applications under the Planning and Environment Act 1987.
  • S18 Instrument of Sub-Delegation under the Environment Protection Act 2017.
  • S20a Instrument of Delegation under the Child Wellbeing and Safety Act 2005.
  • Internal Financial Delegation.

Council has the following Authorisations:

  • S11 Instrument of Appointment and Authorisation.
  • S11a Instrument of Appointment and Authorisation - Planning and Environment Act 1987.
  • S11b Instrument of Appointment and Authorisation - Environment Protection Act 2017.
  • S15 Instrument of Appointment and Authorisation - Council's Freedom of Information Officer.
  • S20b Instrument of Appointment and Authorisation - Child and Wellbeing Safety Act 2005.
Gift Declaration for Councillors and Employees As per Council's Councillor Gifts, Benefits and Hospitality Policy and Employee Policy, a copy of the Gifts and Benefits Declaration Register is made available on Council's website. This register is updated every six months in January and July each year. The Policy reflects the declarations made by Councillors and employees for the Council term.
Public Travel Register A copy of the Overseas and Interstate Travel Register is available on request by contacting council@southgippsland.vic.gov.au as per Council's Public Transparency Policy.
Personal Interest Returns Under section 135 of the Local Government Act 2020, it is a requirement to publish a summary of Personal Interest Returns. This document is compiled annually in March and September.
