Proposed Governance Rules for Community Comment

Council has prepared the Proposed Governance Rules, incorporating the Election Period Policy.

The Proposed Governance Rules detail the meeting procedures to be used in Council Meetings and Delegated Committees, replacing the majority of the Meeting Procedure Local Law No.2 2020.

The Rules incorporate the Election Period Policy which details the requirements to be observed by Administrators, Candidates and Council Staff in the lead up the 2021 Council elections.

The Proposed Governance Rules have been prepared in accordance with Sections 60 and 69 of the Local Government Act 2020.

A person lodging a submission under s.223 of the Local Government Act 1989 must do so no later than 5.00pm, Tuesday 11 August 2020. Late submissions will not be considered by Council. Submissions must be addressed to the Chief Executive Officer, South Gippsland Shire Council. Any person lodging a submission is required to state in their submission if he or she wishes to be heard, or to be represented by a person specified in their submission. Attendance at any public hearing or open meeting is subject to actions required under Council’s Business Continuity Plan relating to COVID-19.

Submissions are preferred via email and can be sent to submission@southgippsland.vic.gov.au. Alternatively, submissions will also be accepted in writing addressed to: Chief Executive Officer, South Gippsland Shire Council, Private Bag 4, Leongatha, VIC 3953.

Following consideration of the submissions, Council may amend or not amend the Governance Rules, which will be considered for adoption at the 26 August 2020 Council Meeting.
