About Amendment C131

The Amendment has been prepared by planning consultants SPOT Planning on behalf of 108 Parr Street Pty Ltd and 110 Parr Street Pty Ltd - the development companies proposing to develop the land.

Amendment C131 is a combined Planning Scheme Amendment and Planning Permit Request under Section 96a of the Planning and Environment Act 1987.

The proposed Amendment will:

  • Rezone the land from Farming Zone to General Residential Zone Schedule 1.
  • Remove the Environmental Significance Overlay Schedule 2 (Special Water Supply Catchment Areas) from the land.
  • Remove the Erosion Management Overlay from the land.
  • Include an application to amend the Land Subject to Inundation Overlay on the land to accurately map the flood extent on the land.

The Planning Permit (application CP2024/49) seeks approval for:

  • Subdivision of the land into approximately 171 lots (in stages).
  • Remove native vegetation.
  • Create and remove easements and restrictions on the land.

Update: 20 June 2025

Council has received the report of the Independent Planning Panel on the submissions received to the amendment. The Panel recommend that Amendment C-131 be approved, and the planning permit issued for the subdivision of the land. A recommendation will be made at the July Ordinary Council Meeting that C-131 be adopted by Council and submitted to the Minister for Planning for Approval.
