Griggs Road

Following the landslip on Griggs Road, Hallston in September, Council has been working to address the slip and concerns of affected residents.

Regular updates will be provided on this page as they become available.

Update - December 2020

Griggs Road is open to all traffic. The contractor is completing minor aspects of the slip repair over the coming weeks leading into Christmas. Please continue to follow signage and site worker directions as necessary. Council thanks residents of the area for their patience over the past year.

Update - October 2020

A contract for the repair of the Griggs Road land slip has been awarded, with works set to kick off week commencing 19 October. The current works programme allows between 6 - 8 weeks, conditions permitting.

Griggs Road will remain open to local traffic only, for the duration of the works, with the road being narrowed to single lane under a 25 km/h speed limit through the work site. The road is closed to through traffic and heavy vehicles over 6 tonne gross. Delays up to 10-15 minutes for local traffic may be experienced at different times during the works but it is the intention of the contractor to keep the road open unless otherwise advised. Please follow signage and site worker directions as necessary.

Update - July 2020

Tenders for repair works have been received and are currently being assessed. Council intend to award a contracts as soon as the following items are received:

  1. Approvals from Regional Roads Victoria and Emergency Management Victoria to ensure eligibility for reimbursement through Disaster Recovery Funding Arrangements;
  2. Approval to award from Administrators via a Council resolution, due to the value of the works.

It is therefore forecast that contract award will not occur until August 2020. Council will then work with our contractors to ensure that the repairs are conducted as soon as conditions permit.

Update - 24 January 2020

Griggs Road remains open to local traffic only. The road is closed to through traffic and heavy vehicles. Council continues to monitor the landslip site and residents are advised to treat the area with caution, particularly during wet weather.

Council engineers and geotechnical consultants have been working to develop solutions to remediate the landslip site. A best practice treatment method has been selected and the design is expected to be completed in February 2020. The landslip remediation works at Griggs Road will then be contracted out as a priority site to construct as soon as practicable.

 

Update - 31 October 2019

  • Griggs Road was re-opened today after the contractor removed unstable material from the upper batter at this slip site and also installed a safety fence at the bottom to catch any further loose material. The road was closed for four days for these works.
  • The slip on the bottom side of Griggs Road still remains to be repaired so the road is open to local traffic only with a 5 tonne load limit until the bottom slip can be repaired.
  • Council have recently appointed a geotechnical consultant to carry out site investigation works.
  • Geotesta took advantage of the road closure at Griggs Road this week to complete drilling at that site.

 

Update - 28 October 2019

  • The landslip section was closed to traffic again at 8.30am this morning.
  • Works are being undertaken to remediate the upper slope this week. 
  • Geotechnical engineers are also taking advantage of the road closure to work on designs to permanently fix the slip site.
  • It is expected that these works will take four days.
  • Hopefully the road will be open for local traffic again from late Thursday.

Update - 22 October 2019

Engineers have met with local residents to discuss the following plans for dealing with the landslip:

  • Installing webbing approx. 1.5m from the edge of the downstream slope;
  •  Installing sand bags or similar between the webbing and edge of downstream slope to divert surface run-off away from slope;
  • Installing plastic bollards approx. 2.0m from edge of downstream slope – inside the webbing;
  • Building up the pavement level to ensure minimum 2.5m clear road width;
  • Installing water-filled barriers alongside the drain to protect the road from potential material falling from the upstream slope;
  • Installing guideposts and signage to ensure road alignment and hazards are clearly identified at night;
  • Installing “Local Traffic Only” signs and retaining the current road closure signs at either end of Griggs Road;
  • Installing 5 tonne load limit signs at either end of Griggs Road;
  • Installing a cross-road culvert to divert water from the upstream slope, approx. 30m south of slip. 

Once the road is open to local traffic the following daily checks and inspections will occur:

  • Weather observations and forecasts;
  • Any recorded earth tremors;
  • Ensure barriers are correctly in position and water filled-barriers are not leaking;
  • Monitoring for any change in conditions, such as change to batter faces, erosion, cracking, water in drain, water in batter faces, movement of trees.

Please note:

  • The road will be re-closed if heavy or prolonged rainfall is forecast;
  • The road will be re-closed at end of the day if more than 10mm of rain is forecast overnight.

We will do our best to communicate future road closures to residents via email updates.

Update - 7 October 2019

Letters have been sent out to 33 residents within the vicinity of the slip at Griggs Road. They have all been encouraged to make contact with Council. Council officers and Administrators are available to talk to or they can visit.

Affected residents will be communicated with individually to ensure their concerns are discussed in a way they feel comfortable with.

Emergency Services are aware of the road closure and if any situation arose that they needed to attend, they would make the necessary arrangements.

A sign is being placed at Crightons Hill to warn people that Griggs Road is closed before they get to Hallston.

A communal waste bin is not feasible at this time as it would be problematic to restrict to affected residents only.

Council is working as quickly as it can to address the slip and is working closely with Regional Roads Victoria and the State Government to ensure works can commence as soon as possible.
