Swimming Pool and Spa Registration

New laws introduced by the Victorian Government require Council registration of all pools and spas by 1 November 2020 and a new compliance regime to improve swimming pool and spa safety.

These regulations aim to reduce incidences of young children drowning in private pools and spas by improving safety barrier compliance.

A building permit is required to install a new swimming pool, spa and install/alter a safety barrier.


If you have a permanent/relocatable swimming pool or spa you are required to register it with Council. All owners of exisiting swimming pools and spas will be required to register by 1 November 2020.

Permanent safety barriers are required for all permanent/relocatable pools and spas capable of containing water to a depth greater than 30 centimetres.

After registration, Council will advise of requirements your barrier must satisfy. Owners must engage a registered building surveyor/inspector to certify compliance every four years.

When your barrier meets safety standards, your building surveyor/inspector will provide a Certificate of Compliance. This will need to be lodged to Council within 30 days with a completed Certificate of Compliance Form.
